Part I contains the opening remarks; Part II-IV contain the papers presented in the sessions on, respectively, Technology, Markets, Recent Social Policy, and Regulatorr Agenda. Part VI contains the transcripts of the Policymaker Panel, and Part VII contains the concluding paper by Prof Kahn.
While the issues and questions debated at this Workshop reflect the attitudes and state of knowledge as of mid-September 1982, it is clear these issues and questions will be with us for many yerars to come. The FCC Access Charge order of December 1981, has clarifield a number of issues, but merely starts us on a transition path. Where that path will lead, and how fast we traverse it, are the questions delt with by the papers of this Workshop, and will be with us constantly in the coming months and years,...//Yeni
